I feel very privileged to have an opportunity to make comment in regards to this upcoming new system, especially since I know this is only a sounding board and my remarks will not be taken into consideradion. In reviewing this proposed regulation I've also researched the DHS regulation since it is supposed to have many similarities. Imagine my surprise when I found the Summary of their results regarding their employees comments posted in the Federal Register. In this Summary it was stated that "most commenters strongly recommended that we maintain the status quo; that is, that DHS continue to rely on the General Schedule (GS) classification and pay system. Many commenters thought that the proposed pay-for-performance system would lower employee morale, incerase competition among employees, and undermind teamwork and cooperation. Some also questioned the ability of the Department to successfully implement the proposed system, or of DHS managers to establish and apply performance standards fairly and consistently to pay decisions. " I have found these comments to be much the same as my thought pattern, and after reading many of the comments already submitted pertaining to the NSPS system it seems most agree with the above comments. But, we know our government is going to do as they please even after they have been shown how their employees feel. As proof of this I'll once again quote the DHS Summary with, "We have retained the system described in the proposed regulations. We believe Congress and the American people expect their public employees to be paid according to how well they perform, rather than how long they have been on the job." The last time I looked I was one of those Americans. I guess by allowing us to comment this would appease the employees and give the system an easy out. I've participated in government employee surverys before that amounted to nothing and once again we will see the same thing happen. Basically all they really need to say is let the discrimination begin. I believe we will see a mass exodus within DOD on the civilian side of the house just as the military has seen. Come November I'm eligible for retirement, and it looks better every day. But then again, I guess I'd better because I wouldn't want to be stuck in an age discrimination thing!!
