I think the new NSPS for DOD employees is taking Civil Service back 70 to 80 years, when hiring, firing and promotion was ripe with nepotism, favoritism, cronyism and corruption. Our supervisors will determine who gets cost of living increases and step increases. Only a few will benefit from this system. The cronies, the suck-ups and the whiners will receive monetary increases. Most of us are the silent majority who just want to do our job and be treated fairly. With this new system we will be ignored. In addition I think installations will divert the funds for increases because of budget problems, or the supervisors who are trying to do the right thing will be curtailed. This new system is an idealistic principle that will not work with humans in control. Because human values and judgement are subjective we cannot be fair to all parties. I am a 33 year DOD employee, and because of this new system I am thankful that my career with DOD is almost over. I will not, at this point, recommend that any young person begin a career with DOD.
