The limited natures of protections on employee rights and union negotiation is troubling. The risk of variation in managment can lead to pay differences for people performing the same function at the same level of accomplisment. Limiting the avenues of recourse and not sharing information in a timely manner will mean that possible conflicts may not be resolvable in an acceptable manner. Leading to other difficulties. Limited budgets can also affect the ability for some positions to accomplish all of what they need. Opportunity to perform is necessary to a fair determination of performance. If person X recieves the big project of the year then they will have the higher visibility than person Y who did not get the big project. Offering an understanable process and independant (outside of management) review for all grievances is necessary for fair and equitable resolution,
