Comments:
The regulation does not provide any detail on pay banding. At what level will pay bands be established? My understanding is that my command, U.S. A. CECOM, will have GS-13s and 14s in one pay band. For my organization of about 2,000 this is the difference between senior functional expert and first line supervisory positions. This will eliminate the incentive for high caliber GS-13s to enter management. This will have a negative long-term impact on the quality of senior managers if many qualified people choose not to enter management.
