Comments:
1. Pg 7560 Pay Pools and across the board pay increase: Across the board pay increases should not be included in the pay pool. a. By not increasing the pay band, then retirement based on the high three is limited/capped by a percentage (% employee is eligible for retirement) of the pay band not increased and b.If an employee in an underpreformer it looks as if they are punished twice.(once for no pay out and then no across the board increase) 2.Pg 7520 Minimum and Maximum of the range (pay band) may be adjusted a different rates: Too ambitious and does not reflect any formula. Also many areas have retiree/part-time workers willing to work for less therefore lowering the pay unjustly. 3. pg 7562 Too much emphasis on performance with little protection on age, senority, and poltical belief. Too much power too to few and too little appeals. This can and will lead to abuses. 4. No information on pay bands, not defined. Also the information on more subjects is too general and ambitious. 5. Why isn't this good for all government employees including senior staffers?
