Sirs, I have been a Civil Service employee for nearing 5 years. During that time I have never felt that the employee review system has been fair. However as I read this document I am some what troubled by the fact that the new system still leaves to much in the hands of a supervisor who may or may not like you. This new program also seems to limit our ability to fight unfair appraisals. This certainly is the best job I have ever had and I would like to see it stay this way. I feel that this is a step back instead of forward. I have always felt that employees need to be rated according to their performance. But it needs to be measurable criteria and not based on the way the supervisor feels toward an individual or how much money they have to spend on cash awards or whose turn it happens to be that year. Please help me be able to view this as a positive for us as employees of the federal Government. Thank You.
