I have huge concerns about giving managers that much power. There are too many managers who base their decisions on who they like the best or by what gender you are. NSPS will only worsen these already existing situations by removing employee rights. Even with all the training the new system touts, managers who have been dealing this way their whole careers will not only be able to continue this behavior but will not have to explain their actions. NSPS also says current employees will not lose any money - false. Over the long term they will lose a considerable amount when you consider no pay raises, no locality pay, no specific award system, and less going into TSP. Additionally, employees will be forced to compete against coworkers, consequently, any sense of a team concept and being a team player will be gone. If Congress and house members were forced to be under NSPS it would never be implemented. This is a blatant way to lower wages and save on paying pensions by being able to dismiss long-term, hard-working, loyal employees, or force early retirement. In no way will this new system be good for government civilian workers.
