Comments:
The Dept. of Defense has completely and totally misunderstood the type of collaboration Congress required is section 9902(f) of the law. We, as the loyal civil service workforce, are apparently being force fed this new personnel system designed solely and totally for the benefit of the employer, overruling every FLRA, MSPB, and court decision which didn't go the DOD way. This proposed regulation is a sham, pure and simple. I'm amazed the DOD has wasted this much time and effort (and taxpayer $$$) in dreaming up this unfair system. I have complete faith Congress will reject it in short order.
