The NSPS is one of the most ill thought out ideas. To list a few: 1. The problem with the system is management not the lower level workers. Most Government managers have their business degrees from paper mills where they get an MBA in 1 year while working full time. 2. Promotions will not be on Merit basis it will go to management's friends and relatives - this is why we have the Civil Service system to begin with. Does anyone recall the president that got shot over this? 3. Mangement is highly abusive and follows the principles of 1920 - classic management style. The end result will be tremendous EEOC filings/complaints as management is not skilled in Human Resource law. Civil Service laws and Unions have shielded them from a lot of lawsuits. 4. Civil Servants will be forced to do what management instructs them to do even if it is illegal or immoral. Currently, Civil Servants can exercise independent judgement in their jobs if it is in the public's interest with some protection. 5. Why would any college graduate select government employment over private industry if they could be fired without justifiable cause? Private sector pay and promotions are far more beneficial. The only thing that Government employment can offer is low pay and poor benefits coupled with job security. After this reform only low pay, poor benefits, and poor management will attract graduates. 6. The Bush administration declared war on the Civil Servants within 2 months of being in office. This act is no surprise to me and will only lower productivity and morale. 7. As a result of this Act - I am seeking employment in the private sector. I graduated magna cum luade from the University of Texas and have a Masters degree from Brigham Young University. I see no point in continuing with all the poor benefits and management.
