Section 9901.342 - This new system introduces politics back into Civil Service. I have twenty years experieince in Civil Service. I have rarely seen a military supervisor give a fair evaluation to a civilian. Raises will now be based on the subjective beliefs of supervisors. The current system of scheduled pay raises may not be perfect, but it is more fair than the proposed system. Improving the hiring process and discipline process makes sense. Creating a political system for determining pay raises does not.
