It is my understanding, that under NSPS's proposed paybanding system, GS-12s and GS-13s will be rolled up together into the same payband; at the NH-III level. If that is the case, it could lead to the early retirement of many high-performing senior DoD GS-13s that are concentrated at Steps 7 and above. Moreover, it is conceivable, DoD might lose the expertise of its Core employees: GS-13s, that are at the end of the new NSPS payband in addition to the old GS-13, Steps 7-10. [GS-13-07 through GS-13-10.] Is this what our decision-makers want? If this scenario is not what they had in mind, a possible solution might be to consider transferring the NH-III employees already ranked at GS-13 Step 7 (or higher) into the NH-IV payband (for the GS-14s and GS-15s). That is, considering the fact there is already considerable pay overlap between GS-13-7 (through GS-13-10) and GS-14-4 and the like; it seems the logical approach as opposed to what has been suggested.
