This entire proposal seems to be intended to break the DoD civilian employees and ultimately hurt their mission of providing for the soldiers in the field. Nothing in this proposal is fair, and the Secretary of Defense should be made to withdraw this proposal, since it goes over and above the authority given to him by Congress.
