Comments:
I am currently under a demonstration project. I feel that the current system is managed in an unequal fashion. I fear that the proposed new system will have similar mis-management. The Army is a "good ole boy" network, where former Army (current civilians) are revwarded greater than those civilian employees that have not served in the Army.
