Continuing Collaboration The NSPS law requires that the implementation of a new HR system for DoD will be carried out with the participation of, and in collaboration with, employee representatives. This has not happened like congress wanted, the NSPS should not be allowed to be to continue until proper negotiations and collaboration has happened with the employees unions. Subpart H 9901.907 allows the Secretary to hand pick three people for the National Security Labor Relations Board. I do not think this is right. These members should be picked by a neurtal congressional committee or some other impartial entity other than the Secratary. A hand picked Board would not be impartial. This subpart must be removed or changed to insure complete impartiality for federal employees. Under the General Schedule, employee pay was clear. It was funded by Congress and could not be taken away. However, NSPS will take away this certainty. Salaries and bonuses are funded by DoD. In the past - as recently as just last year - DoD did not fund its awards program. Given the agency's miserable record on this issue, employees will not feel confident that their salaries and bonuses will be funded in the future. With the new pay system, which DoD calls "pay for performance," the amount of a worker's salary will depend almost completely on the personal judgment of his or her manager. This system will force workers to compete with one another for pay raises, which will destroy teamwork, increase conflict among employees, and reward short-term outcomes. There are no guarantees that even the best workers will receive a pay raise or that the pay offered will be fair or competitive. This system will create a situation in which workers are in conflict with one another and afraid to speak out about harassment, violations of the law, and workplace safety problems. Furthermore, there will be no impartial appeal system to assure that everyone is treated fairly. DoD is ramming this down its employees throats with no input from the employee Unions, this expensive personnel transformation is unethical and unneeded. The DoD federal employees do not deserve to be treated in these manner, most are veterans and left military service to avoid that kind of treatment.
