I think this new Personnel system is taking away reasons people have for working for the government. We've already lost the great retirement benefits; the medical benefits aren't that good; now we are losing job security and steady COLA adjustments and step increases. There is no longer any incentive for anyone to work for the government; we're better off going to industry. It also gives Supervisors too much authority and creates an atmosphere where favortism will play a part in raises/bonuses - not actual performance. Further, we've all had Supervisors with impossibly high standards (i.e. those that think that going above and beyond the normal call of duty is minimally acceptable) and the employees of those Supervisors stand NO CHANCE of ever getting raises/bonuses, including COLA. I feel that EVERYONE in this country that is gainfully employed is entited to a Cost of Living increase EVERY year; it is not an incentive, it is simply to keep you at the same level. The statement that we would never get a cut in pay but may not get a COLA increase is false - NOT getting a COLA increase IS THE SAME AS GETTING A CUT IN PAY!!!!
