p. 7581, 1st column “Performance share means a unit of performance payout awarded to an employee based on performance. Performance shares may be awarded in multiples commensurate with the employee’s performance and contribution rating level.” Should this also include performance shared being awarded commensurate with the organizational performance when the employee has contributed to the organizational performance? p. 7581 § 9901.312 Maximum rates. “The Secretary will establish limitations on maximum rates of basic pay and aggregate pay for covered employees.” What authorities will the components have? p. 7582 § 9901.342 Performance payouts. (a)(2) “Unless otherwise provided in implementing issuances, if an employee is not eligible to have a rating of record for the current rating cycle for reasons other than those identified in paragraphs (f) and (g), such employee will not be eligible for a pay increase or bonus payment under this part.” How will full-time bargaining unit representatives be rated? Could this mean that they will receive no increase?
