National Security Personnel System 5CFR Chapter XCIX and Part 9901 Everything I have read indicates that we will not lose pay under the proposed new system, my question is does this include our present locality pay or is this based on our base pay? Boston is a high cost living area and our locality pay is a large percentage of our salary. I have heard rumors that we would not be paid for snow days but furloughed on those days that the base is closed for snow; is this true? How are funds apportioned to high performers; that is, if several people are considered high performers with equal scores, is it possible that there will not be enough money to compensate them? What prevents supervisors from abusing their authority? How do you get promoted. How are promotion oppportunities going to be defined? I am a GS-12 now, how would I get to the equivalent of a GS-13?
