I think that you should Grandfather the New NSPS system in.FERS was grandfather in the Mid 80's and it did not hit the people hard that had alot of years in the system because they stayed under CSRS system. The auto step increases was one benefit that base our decision to make career as a Federal worker. I think that people that have more then Five years should have a option to stay under the Old system(GS) . Workers lest the 5 years will go under the new system and people who Quit and get hired again will go under New System. I feel that would be a Fair way to replace the Old system (GS). I hope you will consider this option.If you decide to reject my suggestion I feel strongly that People who have twenty years and More as a Federal worker should not be force to go under this New System . Thanks
