The COLA should not be a part of the pay pool distribution. COLA is implemented to reflect the cost of living adjustment associated with the economy at the time. If DOD federal employees are forced to share the paypool/COLA then all federal employees should be treated as such. It is not right that people are sometimes rewarded not for their work ethic but for their ability to be complementary to their boss. Nor is it right for hard working people to be penalized simply for refusing to rest on their laurels. Now you tell me is that fair! In my opinion the system should remain as it was designed.
