This proposed NSPS posted on the federal register is incomplete. The NSPS is against the US Code concerning the notice of the change on DoD federal employees. They are not receiving the notice required by the US Code and an opportunity to have a proper public comment since the NSPS is incomplete. The NSPS must be withdrawn until it is complete for proper public comment.
