After 30 years in the Civil Service I have reservations on the impact of the proposed changes on younger employees. The diminished rights of the unions and the subjective processes involed in pay raises could be extremely unfair and lead to decreased morale and all that goes with that. Another adverse aspect is that it appears much of the reward to "high performing" employees employees will be treated as "bonuses" or awards and thus would not counted in the computation of the high three years of salary for retirement purposes - though I suspect this administration views that as a strong plus.
