NSPS states that my first line supervisor determines how much of a yearly raise I receive, if any at all. We currently have a system in place called the Incentive Award Program. In my 20 years as a federal employee, I've noticed that the same people get the awards year after year, while other people have NEVER received an award. And guess what? The first line surpervisor determines who gets the awards. Will the same people who get the awards get yearly pay raises,and the people who DON'T get the awards WON'T get raises? What do YOU think?
