Subpart C Performance based pay: Currently Federal employees have a good system to reward performance. If an employee performs to the standards outlined in the Performance Standards and Critical elements portion of the performance appraisal, and the supervisor recommends a within grade increase, the employee is rewarded with an agreed on step increase. The system works! The problem is with supervisors who do not provide performance counseling to employees on a regular basis. When the appraisal period approaches, supervisors are ill prepared to deny a within grade increase, so they allow within grade increases to employees who are undeserving. As a Labor Relations employee, I wonder how I will fair in the new pay for performance program. On many occasions, it is my job to notify my supervisor (s) that management is at fault. Will I be evaluated without bias when the time comes to reward pay for performance?? Labor Relations: Many of the issues which are currently negotiated at a local level, should be addressed at a national level. I feel that NSPS is a step in the right direction.
