PAY BANDS.This system will allow a supervisors's family or a close associates son, daugther to advance their careers more rapidly. It will also allow for a supervisor to retaliate against an employee who has filed a complaint. Although on paper it will be written that an employee still retains rights to file a grievance, however since there will be no checks and balances procedures a supervisor will be able to deny a person a bay band increase yet pass it on to someone under the covered belt. What is meant by this is the "good old" network. In order to cover, a grandfather clause may be sighted. The best qualified, educated, and most talented individuals are overlooked for higher paying positions due to a supervisor's prejudices and bias'.
