Subpart C. UnderNational Security Compensation Comparability, what does "to the maximum extent practicable" mean? This is just one example of the double speak language throughout the proposed rule. It appears to be entirely possible that if these rules are adopted, that employees of DOD might never get a promotion or a pay raise for their entire career. This would seem to be the wrong approach to maintain a motivated, responsible, dedicated, flexible, and innovative work forcce. Thank you for your consideration of these comments. Bernie Kearns
