This does not apply to any particular section. Having participated in a demonstration project, I believe it is important that the NSPS regulations clearly and repeatedly state that this is a pay for PERFORMANCE system rather than a pay INCREASE for performance system. This distinction is subtle but very important. In the demo project I was under, individuals came to expect a yearly pay increase (other than the COLA) just for meeting their performance goals rather than exceeding them.
