The NSPS proposal is long over due. The only argument against the proposal comes from those that are not up to desparately needed performance levels. I do encourage the proposal to emphasize focus on managers that will directly effect the dicision making process. It would be foolish to think that favoritism will not exist. If the existing process does not change to allow diversity and flexibility, the work force will become complacent.
