The overall conception of pay for performance is not new. The current system allows for managers to reward top performers, and to punish low performance. The system that is being implemented appears only to provide those in power to have total control over the federal workforce allowing them to give or take based only on their desires, not based on any law or accountable baseline. Pay raises even for cost of living will no longer be provided unless it is the desire of the management. This seems to be just another way of preventing government workers from receiving just compensation. It is similar to the presidents refusing year after year to provide the pay raises called out by law.
