Reassignments (Addressed in several sections.): Recommend limiting reassignment authority to Command levels to keep abusive supervisors from using reassignments and threats of reassignments as a means of antagonizing employees. Reassignments (Adressed in several sections.): Recommend taking age, family status, previous moves, number of reassignments already taken, etc. into account when choosing someone for reassignment. Retirement: Recommend not changing the current retirement systems. Hazardous Duty: Recommend defining Hazardous Duty and making it voluntary. Performance Pay Pool: The Merit Pay System for GM employees was similar to the proposed performance pay pool. The Merit Pay System was a big flop because it was underfunded and the highest grades (ie. the big bosses) wiped out the funds so there was nothing left for the lower grades. GM system is almost abandoned now days. What will be down differently to make the performance pay pool more equitable and not repeat the problems of the GM system.
