In my 19 years of government service, there is and always will exist the "good ole boy/gal" syndrome. Those that are liked, regardless of work competency are promoted or showed favortism. Those that are not are percieved by management as trouble and subject to unfavorable/unfortunate consequenses. In a ideal perfect world, the NSPS could possibly work but as we know this is not the case! Since when has the civil servant, throughout our conflicts, overall has caused a national security problem? This is and will be a prejudiced system based on favortism much less performance. Who will objectively rate our management? The Bush Administration(DOD) are trying to implement a system that will bring down morale and years of dedication. This is just another step to penalize the majority and help the minority. This piece of legislation is subjective and wrong. It is a slap in the face for most concerned-caring Civial service servants yet it's being pushed through by Bush/Rumsfeld because of their huge ego's. SUMMARY: There is too much flexibility for accountability with this proposed system. Thank you for your consideration!
