My concern with the new NSPS system stems from the fact that presently I do not feel that women of color are being allowed to advance to higher grades within the civilian personnel system at Peterson AFB, CO. I currently work at the Air Force Academy, but, have applied numerous times for promotions at Peterson AFB. Peterson AFB has more of the higher grades than does the Air Force Academy. Although women of color have been allowed to advance to the GS/11 positions, the GS/12 representation at Peterson AFB is bleak. Above the GS/12 level, the presence of women of color is almost non-existent. We can be educated; we can attend numerous training courses; we can have stellar performance reports, etc. etc. and in the final analysis, quite often, we do not make the grade to be selected for the coveted positions. Personally, I have had to reinvent myself so many times, when the selecting official will tell me to go back and get this, or go back and get that, then, we will look at your credentials again. The requirements seem to change every time a new position is announced. How do women of color break through the glass ceiling at Peterson AFB to get to the GS/13s or the GS/14s and above, when we are having trouble reaching the GS/12 level? If equality appears absent now, how do women of color reach their millennium at Peterson AFB after the NSPS comes on board?
