The riff procedures indicate that the group wpoud be easily the entire conus. This is not fare because we all know that groups like CE always rate their employees very low depending upon locality and manpower to insure they don't lose people due to promotions. The pool should be local geographic area which would be fare to that specific area. Other wise a base closing could easily highly rate their people to insure a job some where and they have no penalty or nothing to loose. The pay banding will adversly effect the retirement benefits of the individual civilian employee who is the back bone of the military system. The person would hire in at a low rate then all of his raises could easily be a bonus but never change his base pay. Yes this will save billions of retirement, health and insurance benefits that the civilian employee would have earned in the commercial market. The problem is why would any one in their right mind want to work for the government and the best workforce in the world would become a home of missfits. This is not in the best interest of this country or any business.
