Current Civil Service law provides time-off and cash awards plus Quality Step Increases for high- and exceptional-performing performers. How will NSPS change to pay banding change this for the better? Has anyone shown any proof that the current system is a failure? Any proof at all? How about examples? How about ONE example? Nope, didn't think so.
