Comments:
The entire NSPS regulation empowers a DOD system without any real checks and balances for the secretary and assures that the employee will be at the mercy of a system that will be free to do as it chooses, protected from much if any oversight by an impartial reviewing party. This is a dangerous and covert move to control DOD employees under the guise of national security.
