Comments:
NSPS should apply only to FERS employees. CSRS employees are not getting matching TSP funds. Putting all employees in the same system will cause a disparity. Converting the CSRS employees would be too costly because most of them have attained higher salaries already. Try matching their TSP contributition will be over the top. The best solution for CSRS is to offer a buy out in terms of cash and /or credit for time to retire.
