Pay Banding: Will not solve any problems and will just give managers the ability to make decisions on who they will downgrade and who they will reward with no documentation nor rationale backing these decisions. This is a poor system. Union Representation: My understanding is that the law passed by congress still states that Unions can represent DOD civilian workers, but that bargaining may take place nor has to take place at the national level. This needs to be clarified, since there is a lot of scare tactics being employed by both sides. There was nothing wrong with the present system, it was just a power grab by the top-level of DOD. You are creating a system that will just encourage law suits and other legal actions, which is going to cost the Govt even more. This is a poor system. Homeland Security still has not set up it personnel system due to numerous problems with that system and you expect to get the DOD personnel system set up and running. Go back to title 5 and use what is available in the current system. Just because DOD has poor management, does not mean that the civilian worker has to suffer, because the congress has no idea what we do, was mislead by DOD on this problem. The Congress should review how well the civilian worker has been performing for DOD before this system is changed.
