NSPS establishes pay banding and raises depending on 1st-line supervisors' personal opinion on my performance. I know from my own personal work experience that bias repeatedly shown by my supervisor toward certain employees would prevent them from being paid for doing more and better work while my boss's pets would get raises while doing less and inferior work.
