Subpart A - 9901.103 NFFE Local 639 objects to the frequent references to forthcoming “implementing issuances” in all instances where details are omitted from the proposed rules. The references to such “implementing issuances” are interpreted as a “blank check” approach whereby the department is withholding providing specific guidance until after the comment period has ended.
