I think this may be a good thing. It will enable employees to work out of their comfort zone. I have a real problem with employees getting promotions sitting in the same position with no more difficult duties being assigned, just because the boss likes them. I have taken on jobs that are 4 and 5 levels higher than my GS4 level and not received any promotions just because the bosses dislike me. Let's try a new system. I am sure it will be twisted to the management's liking. Same ol, Same ol. There will probably be retaliation taken against me as usual.
