The NSPS as proposed will be detrimental to the defense of the nation. At present, the DoD has trouble recruting and retaining qualified technical experts. The NSPS will not fix this problem. Moreover, it will be detrimental to the performance of duty. As an engineer, it is my job to tell the commander the truth about his system, under developement or fielded. As a GS-12, I do this knowing that no one can penalize me for offering embarrassing facts - as long as I am technically competent and tell the truth to the best of my ability. Under the NSPS, this will no longer be true. I have already declined a job offer because it fell under the trial "pay banding" system at Edwards AFB. In short, I do not trust my leaders to recognize and reward competent, professional performance. It would be wrong to give them broad authority (as NSPS seems to do) to adjust salaries up or down. I am sure I am not alone in the suspicion that NSPS will adjust more salaries down than up, resulting in a net savings for the Government. That may improve the bottom line for a quarter or a fiscal year, but it is the wrong long term solution.
