I cannot indicate specific sections, as what I wish to comment on is apparently not addressed anywhere in the document. I have read and re-read the document several times, and I have been totally unable to find anything which will prohibit personnel with hiring authority from hiring based on personal likes and dislikes. Apparently qualifications for the job are not one of the requirements for being hired. I have also been unable to find anything which will prohibit reprisals against whistle-blower type personnel from their supervisors in cases of fraud, waste and abuse.
