This regulation allows for supervisors to totally abuse the appraisal system even more than it is being abused now. For example, I worked for a supervisor who gave me a rating 10 pts below another, yet my error rate was .01% (Travel Vouchers). The other person's error rate was .23%. My attendance was better that the other person's and I did both travel vouchers and commercial vendor payments while the other person did only travel vouchers. I did 60-75 travel vouchers per day while the other person did 45-50 travel vouchers per day. The only reason the other person got a higher appraisal was the supervisor did not like me. But try and prove that. This supervisor is doing the same thing this very day to another employee but again it can not be proven. Under this NSPS she will have even greater freedom to do so, and she will keep the other person from getting pay raises that she deserves. Thank goodness I no longer work for this person but what about the others who do, and all the other supervisors out there who pull the same crap. And don't think there aren't others that do it. The system is full of them!
