Comments:
The new personnel system assumes all supervisors are unbiased and honorable. As a Government employee for more than 20 years I have come in contact with many supervisors who had their own agenda and were unfair to those who did not support this agenda. Those who play their games get preferential treatment. I was told by a Navy supervisor in the Civilian Personnel Office that I would never get anywhere if I continued to go to lunch with my husband instead of his group. People like this should not be in charge of our career mobility.
