This whole issue has been rushed into legislative process and it appears that it is already a done deal. The comments period was very short for me because just got an email (15 March 05)notifying me of this website to provide my comments.I also have noticed that 99.9% of the comments I have reviewed at this site are adamantly against the whole NSPS system. These are real and valid concerns being expressed by Federal civilian workers and for good reason. The whole slant of the many proposals is to take away or abridge civil service protections that were put in place for good reasons. I personally can attest to the fear of making our raises dependant on a supervisor's assessment of your work quality. I have had experience with discrimination at work by a supervisor and seen evidence that raises and promotions were made based upon personal relationships and not on quality or amount of work. Appeal rights of workers are also be diminished and the "fox is going to be in charge of the henhouse" under these new rules. As so many others have commented this will do nothing but drive down what little morale there is in the Federal Work Force. I believe that the long and gradual effect will be to eliminate the federal work force and replace it with a completely contractor run government which is in itself another story of favoritism and opening for graft. The future work force outlook for federal workers is a dismal one. This is being foisted upon the work force as a national security issue and it is not. As others are saying this is a bad idea wrapped in the flag as an issue that if you don't agree makes you unpatriotic. I am awaiting the political response of OPM and others involved (Congress) in passing this or amending it, and whether the overwhelming negative responses will have any effect or be considered at all. Recent experience on political issues (local and national) do not bode well for workers. It seems that today the little guys opinion is not welcomed or considered.
