My concern for NSPS is how those at the top of the pay band based on current GS rating (ie one pay band might be GS 9-12) have an incentive. The GS-12 in that example is already at their ceiling. They would need a promotion into the next band to have any kind of incentive which doesn't see fair let alone easily likely. Perhaps a better idea would be to have some room to reward performance for those at the top of their band as well. This whole area of the NSPS is unclear. I asked about this during the last question and answer session and was told to write it up here because they did not have an answer and it was an area that remained unclear to them as well.
