I am in agreement with the basis of pay for performance. As a civilian I am sick and tired with the fact that a person that performs less than me, doesn't show up to work or just doesn’t give a darn get the same pay as I. Or go outside 20 times a day to take 10 to 15 minute smoke breaks. Why should those people be awarded with a pay raise every time? Some Civilians has taken “advantage” of the old GS rating I feel. Meaning that they don’t care if they work hard or take a lot of days off, and really don’t care about their performance feedback because nothing will happen to them. Maybe if it starts affecting their pay they will change their tone and start working more. As for a comment about “young” people don't want to make a career out of the Air Force, I totally disagree! We young people try, but the problem is with you “old” people that have the years and age to retire doesn’t. You stay and bump us "young" people out of spots at times of RIFs. What choices do we have when that happens? A “young” person here recently got bumped by a person that had the age and years to retire. That “young” person had a wife, toddler, a baby on the way, and a new house to pay for. You folks had your years in the Civilian world now it is time for you all to move on and let the "younger" generation in. When each one of us signed up to be a civilian you also signed up to move. You knew that was a possibility than and it is still a possibility now. If you don't like that then maybe you all should rethink your career choices. Now on a different note, my concern with the NSPS is how would a "growth" position (e.g. GS 7, 9, 11, 12 with in 4 years) be handled. I am open to chance I just would like to know what to expect.
