Pay banding and supervisory control of pay raises. I am deployed in I raq at this time , and have been unable to comment until now. I feel this new regulation will give supervisors too much control, which can be a very bad thing depending on the supervisor. During my time with USACE I have see the "good old boy" in action and though I have never been on their bad side. I have always apreciated the fact that there were rules in place to protect my rights. After 13 years of government service and do not want my experience traded off for someone 20 years younger who can impress the boss with alot of flash but has yet to prove themself. The way it is now, when this happens you can just continue doing your job and wait for time to show the persons true abliltys. Under the new plan I could be replace by some hot shot who will fail or burnout with in 6 months, but by the time my boss relizes his mistake, I might not have a job any longer. I realy think more time should be given to this and true test results from the first spiral looked at before totally changing our structure.
