Comments:
The proposed system has one major factor that may corrupt the system and that is the "Human Factor". There will be too much room for human error and or bias/favoritism with the proposed system. The present "step increase" pay system currently allows supervision to give credit to "above and beyond" performances by employees or the opposite, which is withholding or delaying the employees step increases. When the NSPS system is in place, I do not believe that supervisors will give salary increases that equal the step increase system to an employee who shows above and beyond performances for consecutive years. The proposed system could also affect an employees morale in a negative way.
