I feel that you will not recieve many comments from my peers. We are all very sure that no matter what we say or do this system will be shoved down our throats. Going back to cronyism and nepotism is what this new system will do. If your boss doesn''t like you guess what NO RAISE, no advancements. How will NSPS prevent that? In over 25 years in either the military or as a federal employee I have NEVER saw moral plunge like is has in the last 3 months.
