9901.910 Employees are stripped of their protections in several areas. Bargaining is limited. Managers can deviate from their own procedures without notice, so what good are these procedures? Unions don’t even get time to protest. Management can do what they want without considering special needs of employees and their families. I am thinking of an Air Force pilot I know who had to retire because he had a special needs child whose life depended on health care not given in his new assigned location. The same could happen to civilian workers under NSPS. management wouldn't even have to listen.
